The first, however im not upset, the thread which is indicated in the screenshot had absolutely NO reason to be locked, not an incorrect reason. (Unless you through the EULA "We can do what the **** we want" clause in). He followed the rules, his thread should be open.
The reason given clearly indicates that Fallout believes bumps aren't welcome or allowed. When in fact they are(allowed).
